There are druggies on both sides, but the drug culture is primarily headquartered in US cities. That's where the ringleaders conduct their evil enterprize. Then city officials create a "sanctuary" for the sleaze--they order the police to not do a thorough job of cleaning it up. The drug pimp worker bees are sent from urban areas to infiltrate the surrounding areas--that's the real outrage. If they would lock the dangerous druggies within their sanctuary, it would be a positive for the rest of America.
