I think the Bush Doctrine applies to Iraq, but not to Afghanistan.

The bush doctrine declares that the U.S. has the right to preemptive attack any country that it thinks is about to attack it - and to do so unilaterally ( I just listened to the Palin interview).

My recollection was that the label was applied to the policy changes required for the initial reaction to 9/11 and that it was subsequently expanded. But I wouldn't put money on my recollection. It seems to me that what's important about the Bush Doctrine, in a nutshell, is that it was a change to our attitude toward the sovereignty of foreign states as a result of 9/11 "changing everything."
