That struck me as well. Presumably the Germans have enough access to information that you could attribute their responses to lack of logic. The same for Mexico. The rest of it, not so much. Most of the non-al-Qaeda responses were "don't know," which is always a legitimate response. As for the Germans and Mexicans, the responses could indicate generic hostility to the US rather than lack of knowledge or logic on this particular point. It's not unusual for responses to poll questions to be more "I don't like them" rather than responsive to the point being queried.

Stupidity runs all over.

I don't question that. I'm only questioning whether that graph so demonstrates.
