What was the clearly stated "Clinton Doctrine?"

I don't recall the Clinton Doctrine. The label is somewhat familiar but that's it. If I ever knew what it was, it didn't stick. I'd be hard pressed to describe the Monroe Doctrine, either, and that one was a really big one. But the Clinton and Monroe Doctrines are history. The Bush Doctrine is current events, still giving the country fits, and relevant to the next administration. What this country does with that doctrine going forward is big time serious.
