I think its a non-issue with regards to Palin. It may be locally important in Wasilla for people to deal with though.

Its a small town not the world banking system nor is it the pentagon with a thousand plans for every contingency. If the town thinks this issue is important there are unending ways to deal with it. They can create a victims fund that would cover this and a million potential problems which may or may not ever manifest themselves. Or they can create specific government departments to deal with it and put it under the direction of the current mayor. Or in a small town it is almost always expected that neighbors, friends, and family will step up to work together on issues without big brother government taking a hand in it. In small town they have the flexibility to determine according to their unique circumstance what the best approach to problem solving is.
