Just for background, it was less about colonization than the European countries loaning money to screwed up little countries down there then marching in and taking over their customs operations until they were paid back. Basically infringing on the sovereignty of countries that had become independent from Spanish colonial rule. Again, it was a certain level of deterrence against a certain level of interference, the type of nuanced judgment a president has to make correctly.
