Biden isn't the top of the ticket.

In either case, the differences between Ds and Rs on the issue are minimal. McCain called for emergency meeting, to reconsider Membership Action Plan, Biden and Obama did not call for emergency meeting (as far as I know), but were willing to wait and make the equivalent proposal at the regularly scheduled meeting in December. This is Obama and Biden.

As I said, NATO membership does not happen overnight. If a consensus is reached and Membership Action Plan is agreed on, it may be several years before the full membership can be granted. So we are talking about a difference of 4 months.

This is an issue where both parties are in agreement. Jumping all over Palin for stating what is pretty much a consensus is just a silly game of partisanship.
