Sovereign nations became RESPONSIBLE for what happens on their own soil, when attacks are launched against other nations! If ATTACKS are launched against other sovereign nations from their soil --- and they do not respond against the evil-doers, or worse still, if they actually aid or abet the terrorists who strike other nations from sanctuary on their soil --- then the harboring SOVEREIGN NATION becomes LIABLE for the illegal actions of the individuals or groups who launch attacks from their soil. And other nations (the attacked nations) can legally DECLARE WAR against the harboring nations with the support of the rest of the world. The "Bush Doctrine" goes down not only in the history books, but also in the annals of warfare, as the internationally recognized LEGAL JUSTIFICATION for invoking WAR in response to TERRORIST ACTIVITIES. It provided the legal justification for the US making war against Afghanistan (for harboring and helping al Qaeda), and it also gives us the legal justification to take action against terrorists who strike us from within Pakistani territory if Pakistan refuses to act against them. It gives legal justification to act ANYWHERE IN THE WORLD where nations harbor terrorists who strike us. And it gives the exact same internationally recognized right to engage in WAR to any other nation who is so attacked. The single most important thing to come out of the Bush II years --- his DIRECT RESPONSE to 9-11!
