from what I understand, oil is not the issue - there is loads of it - it's the refineries unable to make gasoline because of shut-down time. Is this true?

I wonder if the government is going to release some oil from SPR next week. hurricane

They announced releases to a couple of oil companies early this week because of the last hurricane and I would expect more honored requests next week. That's what the SPR is for.
