Do you think Bush (or Rice) would have made the contents of their phone call with president of Georgia public? (I am assuming one was made, advising not to do those things in the future.)

I am not sure I understand your question. Did they make it public or should they have made it public, on the assumption that the phone call asked that Georgia refrain from sending troops into Ossetia without a winning strategy or at least consultation with Washington?

If this is your meaning, I think it's a good question...particularly since we are considering NATO membership, which comes with the protective umbrella of the alliance but also implies substantial responsibilities not to act recklessly.
