My recollection was apparently mistaken. I thought the notion that we could enter sovereign countries at will chasing terrorists, a precursor to the notion that we could initiate war against sovereign countries at will, was Bush Doctrine v.1.

But it would not seem so. Afghanistan predates the Noonan article in which the Bush Doctrine did not yet have a name.
