When it comes to paid varmint hunting - generally some part of the animal is presented for payment. Of course Fish and Game assumes some percentage will go unreported but at $150 each the incentive to report every kill is high - not offering a bounty means most will be unreported.

Unfortunately, its a fairly unscientific way of controlling animal populations.
