Not so fast. If people really need the money, and don't have anywhere else to get it, you've just put them in a nasty fix.

Well, there is an alternative--set up ways to teach them how to manage their money better.

I know that that is too nannyish for McCardle and possible for you as well, but it shouldn't be all that difficult identify these people. There are state run employment offices in most if not all states. They are used to teach people job skills now, they can teach other skills as well. Not to mention teaching people financial management in high schools.

I know, it's a little "idealistic."
