Can we agree that governors and legislators try to get benefits/favorable tax treatment/earmarks/subsidies for their constituency?

I have no reason to think that both parties do not do the same thing.

IF we want to stop it, then there needs to be a decision maker with a suitable tool. Line-item veto (in a constitutional form) vested in the President is one possible approach. I realize there is a balancing act in this constitutionally.
