Her statement makes sense to me. I don't know why you need an alternative explanation.

We'll find out. No matter who gets elected, these terrorists are going to test the next President. They already know what Bush will do, and that kept us free of attacks for seven years.

Why can't her statement be nothing more than a reference to Al-Quaeda in Iraq? Granted, they weren't there before we invaded, but they are there now.
