But it *certainly* does not increase the strength of a unitary Afghan nation... by definition.

(And, I would think that keeping Pashtuns focused on other matters then seceding from Pakistan in a civil war, and joining up with their Pashtun brothers across the borderline in Afghanistan, creating a regional power called "Pashtunistan"... would tend to preserve the status quo in Pakistan --- which is what the Pak elites have been trying for....)
