Gee, that does sound like a "rogue mentality." Imagine wanting to have more troopers and to equip them well. The man was obviously a loose cannon.

Okay, we don't know the who is telling the truth yet, but a couple points.

First, what public manager or department head doesn't want to grow their budget? There is nothing special about that. And if they cannot get more funding for what they are doing, you can always try to steal a program from another department. Governors and mayors always have to be saying no to great ideas cause they have a budget.

Second, if you are appointed by the gov, you work for the gov. If the gov says no to your proposal and you do an end run directly to a legislator you are insubordinate. An appointee doing that in state offices here would be canned in record time.

Again, I am not saying that is what happened. But if it did, then game over.
