Let's say that the next President decides to invade and occupy Norway, and during that President's term in office there is not a single terrorism related death in the United States.

Does that mean invading Norway prevented terrorism attacks in the United States?

If it's attributable to anything we've done, it is more likely to be the result of Intelligence gathering and international police work. The second question is just provocative, and doesn't merit an answer.
