Because --- by his OWN ADMISSION --- the first print occurrence of the term 'Bush Doctrine' (happening before 9-11) was from a column that the Kraut Hammer *wrote himself*, about Bush unilaterally withdrawing from the ABM treaty, (something entirely different from a legal principle establishing a RIGHT for Sovereign Nations to GO TO WAR over acts of harboring terrorists). So, it was the Kraut Hammer making a term up and trying to promote it --- but there is no indication at ALL that the Bush Administration *ever* accepted or employed this usage of the phrase "Bush Doctrine". So you might as well call the 'withdraw from ABM thing' the "Kraut Hammer Phrase" since he is but the wordsmith, and it has nothing to do with later official usage. It appears though that the WH 'confiscated' (or 'borrowed'... whatever description you like <g>) the officially-endorsed public meaning of the phrase , gave the term "Bush Doctrine" it's true original meaning, when they ADOPTED the phrase for their OWN USE after the traumatic events of 9-11 --- and sold it (to the UN and the wider world, and the American nation) as the OFFICIAL AND LEGAL RATIONALE FOR WAR AGAINST AFGHANISTAN . (Or... legal justification for war against ANY OTHER NATION that ever harbors, supports, and fails to act against, terrorist groups who attack us.)
