That's pretty much what I pointed out --- the original meaning the Bush Administration spoke to the world (giving LEGAL JUSTIFICATION for the war against the Taliban regime in Afghanistan, because they harbored and succored the terrorist group al Qaeda which had attacked us...) was later (unfortunately) muddled deliberately when they attempted to stretch it beyond it's original and clear meaning into something that could cover and justify the war they wanted to wage in Iraq. (Possibly this attempt to justify war with Iraq --- by applying this not quite well-fitting doctrine as rationale --- explains one of the original reasons they planted stories all around the media regarding 'possible connections to 9-11' by Saddam, and 'terrorists in Iraq', and like such flippery... so "Bush Doctrine rules" might be seen as applying to the case of Iraq.) Message 24945747 Still, there were never "four" official meanings, as the Kraut Hammer tries to sell --- the first one was just the Kraut Hammer's, not the WH's. Because --- by his OWN ADMISSION --- the first print occurrence of the term 'Bush Doctrine' (happening before 9-11) was from a column that the Kraut Hammer wrote himself, about Bush unilaterally withdrawing from the ABM treaty, (something entirely different from a legal principle establishing a RIGHT for Sovereign Nations to GO TO WAR over acts of harboring terrorists). So, it was the Kraut Hammer making a term up and trying to promote it --- but there is no indication at ALL that the Bush Administration ever accepted or employed this usage of the phrase "Bush Doctrine". So you might as well call the 'withdraw from ABM thing' the "Kraut Hammer Phrase" since he is but the wordsmith, and it has nothing to do with later official usage. It appears though that the WH 'confiscated' (or 'borrowed'... whatever description you like <g>) the officially-endorsed public meaning of the phrase, gave the term "Bush Doctrine" it's true original meaning, when they ADOPTED the phrase for their OWN USE after the traumatic events of 9-11 --- and sold it (to the UN and the wider world, and the American nation) as the OFFICIAL AND LEGAL RATIONALE FOR WAR AGAINST AFGHANISTAN. (Or... legal justification for war against ANY OTHER NATION that ever harbors, supports, and fails to act against, terrorist groups who attack us.)
