No, no understatement. if paulson and bernanke have no power to avert a crisis what good can they do in a crisis. The, or anyone else in their position, have some ability to avert some types of crises, or to mitigate many more situations, but often only at the risk of either stifling things in the first place with heavy regulation and tight money (no great crisis, but less growth to start with), or of risking setting us up for bigger crisis in the future with bailouts, that create moral hazard.
