Some of it is a response to abuse. Much of it is not. And then some of the regulation put in place in response to abuses is misguided or even foolish. And since regulation was high and increasing anyway, MORE regulation obviously really isn't the answer, but BETTER regulation (and perhaps better regulators) is. Well it is to the sense that anything involving regulation is the answer. Its not like even if you could get regulations absolutely perfect that there would be no problems. A large part of the answer has to come from other areas. Regulation is almost never a cure all, except perhaps in the most narrow aspects of some highly specific areas.
