Hard to figure out why anyone would have thought we were immune to such hits, given that the WTC had already been bombed once before. I remember it well, because I was in lower Manhattan that day. As many of us will recall, the people responsible for that bombing were found and brought to justice. Unlike those responsible for 9/11.

Ah. I see the disconnect. I was assuming 9/11 to be an act of war since that is how the WH saw it. The last act of war was Pearl Harbor, hence, a sense of immunity. The first WTC incident was smallish and considered a crime all around.

(I spend lots of time on SI actively listening to and discussing with Bushies the period from 9/11 to the early months of Iraq. I believe I have a good enough grip on their frame of reference on things that I can slip into that frame of reference for purposes of analysis.)
