The "surge" was mainly a massive payoff bribery scheme to the Sunnis costing US taxpayers billions. But now it's all unravelling. Many promises were made to the Sunnis which they now realize are unsustainable or lies. So they are rebelling. Petreus is quitting while he's ahead. The future is grim. And he's out of there. The real victims here are the US taxpayers and McCain. Within days the news will be out that the Surge was merely Bush's bandaid, a very expensive bandaid.
