No way was listed as a major reason, though.

I don't recall it being specified as a major reason for invading Iraq, either. What it was was an underlying theme that framed all the overseas action, which would include Iraq. If it wasn't mentioned specifically re Iraq, it might well be that, by that time, the strategy was considered a given with no need of further mention. Or it might have been mentioned but simply lost in the conflict over the more prominent reasons given for Iraq.
