The deal being talked to Congress about cannot happen very quickly because Congress is not in session and elections are, what, 6 weeks away.

People are very pissed at the bailouts. If Congress acts now, folks will make their feelings known at the ballot box. A vote either way could jeopardize a pol's career.

Congress will probably do what it does best, kick the can down the road.

I think the market is so scrooged it is looking for anything to make it feel good. News like this, which might be ephemereal, is enough to send it flying.
