We considered oil at overseas locations to be a very important resource and a security concern even when we were still exporters.

Sure it would be less of a concern, but it would be enough of a concern that we would be prepared to deal with contingencies involving it. Being prepared rather than actual fighting is most of what our military spending is about, except in times of major war.

So the only issue is that it not be zero, or an insignificant concern (and it wouldn't be), not that it might be less of a concern.

And even zero concern, might not make so much of a difference. Its basically the US policy to have clear military superiority over any enemy, or even possible coalition of enemies. Once your paying for that your already paying for the force to intervene in the Middle East, or for concerns about oil elsewhere.

Some ideas for you - since you like the government command economy method of running society.

Given you want massive gasoline conservation and want the govt to tell everyone what kinds of cars they can buy and sell.

Here are some more modest ideas along those lines (I might go along with the first one):

1) No drivers licenses till high school graduation or GED attainment. This would ban most teenage driving. Teens use massive amounts of gas - they drive to and from school, then after school to hangouts, friends houses and on weekend nights they cruise. Every little town and every section of a big city has a teenage w/e cruise area - Houston's Westheimer and Richmond are packed with cars all Friday and Saturday nights till nearly sunup - filled with teenagers woo-wooing at one another - being teenagers iow. In N Houston and Spring, they cruise up and down 1960 and Louetta. Just think of all the gasoline that could be saved by cutting all this out.

2) Instead of mileage stds, why not require all cars sold to be rigged to not exceed the legal speed limit by more than 5 miles per hour. Would save lots of gas and still let people be freed to buy the size vehicle they want for their family.

3) Also carrying that idea a little further, require all cars sold to be rigged to accelerate slowly. No jack-rabbit starts - that would save a lot of gasoline there.
