Conservation doesn't necessarily mean lower spending on other things. Certainly it does in some cases but you are right it's hard to quantify. How many driving vacations were canceled this summer? There is a long history of economies that have depended on command decisions. They don't work as well as market driven economies. We ae a 'command driven economy' in so many ways. This is just one more instance, and a very important one. I'll trde you the law that says you have to wear seat belts for fuel efficiency.
