Video tape has really improved law enforcement in Texas. Now they have cameras in the patrol cars and the interrogations. It turned out from DNA evidence that a lot of prisoners were innocent but were beaten into confessions. There was also a surprising amount of rape by police at traffic stops. On the other hand, there are a lot more plea bargins now because there is that video waiting to be seen by the jury. If convictions are down, it is only because plea bargains are way up. TP
