Hi Peter.

My first thought after reading this article was not centered on the usual spectrum lease model, but as a means of facilitating secondary market place activity for frequency exchanges (swaps) by holders (squatters) of spectrum who now find themselves holding frequencies in bands they'd rather not (but who won't give up what they currently hold for a variety of reasons), while at the same time find themselves being drawn to bands that they don't hold.

For example, holders of 28GHz LMDS spectrum who've been sitting on fallow assets but who now would rather play in the 1.9 band, or 3.6 ranges but have not yet done so because they don't "own" any. I'm not even sure if this type of transaction is part of SB's charter, or even legal. It merely reflects my first take after the read. Thoughts Peter? Anyone?
