Paulson and his co-conspirators understand the nature of the “emergency”: if too many Americans pry into the text of the "emergency" legislation, they will find this at Article VIII: "Decisions by the Secretary pursuant to the authority of this Act are non-reviewable and committed to agency discretion, and may not be reviewed by any court of law or any administrative agency." It reminds me very much of Article VI of the Constitution of the The Union Of Soviet Socialist Republics: “The Communist Party, armed with Marxism-Leninism, determines the general perspectives of the development of society and the course of the home and foreign policy of the USSR, directs the great constructive work of the Soviet people, and imparts a planned, systematic and theoretically substantiated character to their struggle for the victory of communism.” Article VI was all the party needed for totalitarian power. All the rest was window-dressing for American apparatchiki to scratch their heads over. In the "Workers Paradise," nobody even bothered. Now, when American taxpayers see Article VIII, they might recognize that it effectively grants “The Secretary” dictatorial powers without revelation to, or review by, any Constitutional authority (including "We the People," natch). Of course, Article VIII is unconstitutional.
