I rolled over from my last job into TD Ameritrade and i manage it myself. The my job doesn't match but the fund choices are decent so i put the new money there.

But ameritrade is great imo. Since he is not getting a match, there is really no reason to put money if the options are so limited. Obviously, the risk is higher when you are managing the fund yourself, and you cannot make additional contributions into a rollover account I believe.

A roth IRA would actually be the best choice with no match and if he is under the income cap. 100% best choice imo.
