It's not a bad article I think, except for the Question 2 bit. They might not be bad ideas either though they're not terribly relevant to the problem. The US has high nominal taxes on capital but that doesn't really seem to discourage entrepreneurship in the US relative to other countries. The US has high rates and double taxation of dividends and capital gains but it seems more deductions allowed and loopholes like not paying US corporation taxes on non-repatriated profits.
