It is not governments job to "break" any law abiding citizen. Additionally, we're a regulated capitalistic system that seeks to put capital into play and reward those who prosper without letting them exploit those who do not. There is an ongoing debate within the system as to how much those who prosper should pay to keep the system functioning for all--when the system gets out whack we seek to readjust it to a level playing field. That's what the current argument is about.
