LUXEMBOURG, Sept 22 (Reuters) - There is no need in Europe for a bank rescue plan of the size the United States decided on, the Chairman of euro zone finance ministers Jean-Claude Juncker said on Monday.

"The American government is ready to put up a plan worth 12.5 percent of GDP. It is a necessary step because the current crisis has its origins in the United States and its main consequences in the U.S. where it is felt the worst," Juncker told RTL radio.

"We, as Europeans, do not see the need for programmes on the same scale as the Americans are doing. But we support their plan because we think it is essential, necessary and vital for the consolidation of the international financial system," Juncker said.

Juncker chairs the monthly meetings of finance ministers from the 15 countries sharing the euro and the European Central Bank.

What's holding the system together now is more fear than promise.

We have to re-frame our thinking as a nation. The degree of change that is needed is scary but the entire world will be in agreement is the US presents a plan that is mutually disagreeably a benefit.

The role of engineers, the legal, medical, management, communications monopolistic influences, government has to be functional or we all go down together.

Some things, like weening ourselves from poisonous black muck sucking as the fueled vehicle of the economy and social context, should now be able to be taken seriously by everyone. That is a major advance that we all should push for.

There is much to be done and technology is the way forward. Technology combined with decentralization through the use of communications technology but also used to tone down and dampen the collapse of the flame-spewing engine.
