Bush had the political courage to make it happen in spite of the military and political opposition to the surge. It was Bush's decision and history must remember it was his. HOWEVER, McCain's outspoken support for the surge was critical. McCain's position came well before any decision was made on the matter, and in fact, well before the White House review of Iraq was substantially underway. While McCain didn't refer to it as a "surge" early on, the concept was his (Robb actually first used the term). His pressure, at a time when everyone else was lost, was critical in the process.
