If you give toys to kids, they are going to use them. Guns, tasers, pepper spray, fast cars, missiles, whatever...they will try them out. Ever get stopped by a cop that can't yet get a hair to grow on his chin? Now imagine a whole troop of them parading around your town with automatic weapons. Those darn whippersnappers should get nothing but Nerf guns.

Payback for wasting their time.

Because tasers are supposedly non-lethal, they're just 'allowed' to use then somehow ... and cops being cops, as Horgad just mentioned ...
