It has to be dry enough to plant, cold soil handles water differently than warm soil, then wet enough to germinate but not enough to flood. Cool is bad, plants use energy. Enough water during pollenation, Then enough water during the grain producing phase. Hail is another factor along with high straight winds. Then you need dry to harvest. Weather does play a part. Then we can toss in late or early frost and how many storms from the South that blow up pests.

Now taking that in consideration how can some idiot in Washington say in January what the yield will be on 100 million acres in October?
