You not believing that someone can or will do what they say does not make that person a liar, it just defines your doubt about the situation. You are mis-applying the term liar, which is a very personal and damning term. Why are you doing that?

Changing your mind about something can be explained in a variety of ways, some of them honorable, some not.

To qualify as a lie you must prove that he has said or done something with the intent to deceive those who have placed themselves in his trust. You have not yet made your case.
