I just don't see a need for the high speed chase most of the time. With the invention of the helicopter, no fleeing offender can outrun a chopper. Let the black and whites follow along at normal speeds, use the radio from the perfect overhead view to monitor the jerk. Sooner or later, he has to stop... right where the B & W's are sitting waiting for him. Weapons at the ready, if need be.
