Given the creativity of executive compensation specialists, wouldn't limits on CEO compensation be difficult to enforce or police?

1. If the bailout is approved in this week's legislation, wouldn't that put a "floor price" in effect somewhere near the 60-65% range?

2. Wouldn't that remove the "mark to market" pressure on balance sheets?

3. Wouldn't that, in turn, substantially ease the liquidity crisis?

4. And wouldn't that happen before a nickle of taxpayer funds got spent?
