Whether the deal is good or bad or even really necessary (which I suppose determines if it is good or bad) is unclear to me. It depends on the details. The money is not going to be given to the investment banks, but is going to buy distressed loans and CDOs, whose normal market is currently panicked and broken. The Feds could well wind up making money on the deal. Depends how they set the price.
