How 'bout 10 cents on the dollar they sell it for. Sounds more realistic to me.

No one will buy it from the govt for 40 cents, let alone 75 cents. Merril sold theirs for 5 cents essentially, even though they structured it so that they could pretend they sold it for 22 cents.
