The traffic lights all across the Houston Metro Area are hit and miss. They have created a traffic nightmare during rush hour traffic. You have to wonder about the intelligence of the oblivious idiots who blast through lights when the power is out. I guess they don't see a light, they just assume there's no need to stop. Ask me, the local agencies should stress all the time, if the power is out and streetlights not working, treat each intersection as a 4-way stop.
