Tell China, Japan, and Korea that we don't have the funds to buy their T-bills at face value now, but we will gladly pay them 20 cents on the dollar for $700B worth of their current holdings if they will agree to pay full price for $700B of new ones. Call it a Government Toilet Paper Swap. Oh yeah, we will throw in warrants with rights to buy the U.S. outright within 5 or 10 years.
