Dodd and Shelby, long-time Senators, who have switched as Majority and Minority as Presidents changed, AFAIK, deal with each other with total respect and do not run over the other. There's always another piece of legislation and most of them are not as contentious as this one.

Newt Gingrich brought to Congress an approach that 50% +1 was a working majority, when he tried to put through the Contract For America.
