Hi Peter. I suspect that the terminology we're using here may not be best serving our needs.

I understand the dynamic that you are suggesting, but I differ with you here. The degree to which oversight can be effective is impacted by how centralized vs. decentralized decision making is (as well as how consolidated the controls that are put in place to oversee/regulate those decisions), hence tractable vs. unwieldy, respectively.

Consider the extremes, where on the one hand (as is currently being suggested on the Hill, a Federal Reserve or some other body serves as a clearinghouse). In such a model every aspect of trading is scrutinized per requirements demanding of transparency. Versus, on the other hand, a conceivably-endless number of directions that could be taken favoring diversity, with each subject to a different degree and type of reporting requirement.

As I suggested in my opener above, we may not be talking about the same things here. In any case, I'm merely positing the comparative differences, while not espousing either, in any way.
