The market is thin and illiquid, but it hasn't totally disappeared, at least not for all the assets in question (I think it has for some of them) To the extent that it has, then the government would be creating the market, so market rates, means buying as cheaply as possible (which would have to include not making any absolute commit to buy, no matter what the price is, or you just get the price jacked up a lot.

Anyway the point is they could make a profit if they buy like they are trying to make a profit, but if they buy like they are trying to bail out people, there will be no profit.
