An accounting change can be easier than it sounds. Quite a few unintended consequences there, too. (If we're trying to do this with a scalpel, an accounting change is a bit of a machete and would affect numerous corps you don't mean to affect). Also the senior preferred idea would take considerably less than 700 Billion (which I believe is excessive anyway, as Treasury said they're not planning on using it but want it to waste later, presumably).
