Well they have raw naked force. Or the legal equivalent of it. They could try lawsuits and possibly threats of (or actual) indictments even if there is no solid ground. But I'd rather just let them keep their parachutes. If there isn't a clearly reasonable, and obviously legal way of removing them. If the government robs them, either straight out, or with lawyers, that wouldn't be right. If someone does a lousy job you fire them, you don't take back their previous pay or previously contracted severance packages.
