I think it's part of their anarchistic plan to bring down the government, which they believe doesn't work. They have to put lame, brain dead people in their to run it, to make their point. And the Neos pull the puppet strings to break the countries back. Makes sense.

I don't agree. While some, like Norquist, have that as a goal, I think Smirk is just of the opinion that government can't work so why bother with competent, capable people? Appointing people who are loyal regardless of competence is a better idea. That way they won't stand on principle or regulations when he wants something done.
